Inspectors and supervisors use the platform to track project progress, register site visits, and document compliance in real time. I led the full architectural refactor, rebuilding the Flutter app and the Laravel + Firebase backend while keeping the live platform running for its existing users. The refactored version is in staging, ready for production rollout.

Ventanilla Virtual Guanajuato

Construction permit platform serving nearly 10,000 users, with 53,446 licenses processed and $42.6M MXN in state revenue collected over 5 years in production. I coordinated the payment integration with CapitalNet, synchronizing billing and confirmation flows via webhooks. After the initial development phase, my role evolved into direct technical coordination with state stakeholders, managing communication, tracking incidents end to end, and directing the engineering team toward resolution.

Celaya Construction Permit System

Production platform used daily by the Municipality of Celaya to manage construction and urban development permits, 632 users, 10,666 licenses processed, and $66.6M MXN in municipal revenue channeled over 5 years. I built the REST APIs in PHP and MySQL and integrated them with the AngularJS frontend. I also coordinated the integration of BanBajio's payment gateway and the synchronization of records with the municipal finance database.

Permisos Capital de Zacatecas

Construction permit platform for the capital municipality of Zacatecas. I coordinated the integration of three critical systems: the municipality's native cost catalog, BBVA's payment gateway (the municipality's bank), and a digital signature API for legal permit authorization. This required maintaining data integrity across the platform, the municipal finance database, and the signature system simultaneously. The platform is currently offline following a change in municipal administration, a common occurrence when new local governments transition their digital infrastructure.
